The oven in a range heats from a bake element or a bake burner under its floor, with broil at the top and, on convection models, a fan at the back. On a gas range an igniter beside the burner has to get hot enough before the safety valve lets gas through; on an electric or dual-fuel range the control closes a relay and the bake element heats. Because the range top usually still works, a cold oven points to something in the oven's own circuit: the bake element or igniter, the safety valve, a thermal cutout, the sensor, or a relay on the control.

Can I use the broiler to bake until the repair?
It is not a good stand-in. Broil puts intense heat on the top of the food only, and your manual says whether the door should be open or closed while it runs.
My dual-fuel oven will not heat. Is that a gas problem?
No. On a dual-fuel range the burners use gas and the oven is electric, so the oven's trouble lies in its elements, sensor or controls.
