What it
usually means.
The oven in a range holds its temperature by switching the bake heat on and off around the setting, guided by a sensor in the cavity on newer ranges or by a thermostat bulb on older ones. Some swing above and below the setting is normal, which is why one reading taken during preheat says little. A steady difference in the same direction every time points to a sensor that has drifted, a thermostat that has worn, a door that lets heat escape, or an offset in the control that was changed. Readings taken across a whole bake tell which.

An oven that runs a little hot or cool is not urgent. One that runs far too hot and keeps climbing is: switch it off at the breaker and treat it as an oven that will not stop heating. Otherwise note your readings and book when it suits you.
