Samsung uses C-20 when the control loses a sane reading from the oven sensor: the electric range manual lists it for a sensor that is open while the oven runs and for one that is shorted. With no trustworthy reading, the control stops the oven from heating.

What to do when C-20 shows on the rangeKind of codeTemperature sensor
The oven sensor sent a reading the control would not accept, or one that climbed well past the setting. A loose plug or a sensor that has drifted is ruled out before the control board, and a temperature that keeps rising means the range is switched off at the breaker first.

Press OFF/CLEAR and start the oven again.
If C-20 comes back, switch the range off at the breaker for at least 30 seconds, then restore power.
Book a visit if the code survives the power reset; the sensor and its wiring are tested with a meter.

C-20 is about the sensor signal, not about the oven running hot. An oven that is actually too hot is C-21.
