On Samsung gas ranges, C-25 means the oven temperature did not rise normally after heating was called for. The manual points first at the gas supply to the oven and at an oven liner blocking the hole in the cavity floor.

Remove any oven liner or foil from the oven floor; a covered floor opening stops the heat from rising.
